Broad overview of the new security challenges: a new type of asymmetric war, characterized by terrorism on an unprecedented scale and which may be sheltered by one or more states under the cover of religion; following the Taliban defeat, the shifting threat to small, autonomous terrorist cells, perhaps less capable of large-scale attacks, and which may sometimes operate from “grey areas” in countries without central authority; risks of geographical expansion of the conflict by additional terrorist acts that have already been threatened and through retaliation by the U.S.; future risks of terrorism by chemical, biological, cyber, nuclear means (possibly radiation bombs); threats to western economies and potentially to the global economic situation; need to address underlyin g causes including all political, economic, religious dimensions; threats to civil liberties in Western countries resulting from the need to fight terrorism; dramatic effects on restructuring of coalitions and the rising role of Russia.
