In discussing challenges to global security, some key issues should be addressed: (a) Will Europeans acquire the needed capability for 21st Century missions, and what will be the impact on US and European defense companies? (b) What are the political, diplomatic, economic, and militarily implications of the NATO Response Force? (c) How can the EU and NATO organize and structure their planning and execution, while both preserving the transatlantic link and developing a clear European Identity? (d) What are the implications for NATO of the global struggle against terrorism, including the Kabul mission and a possible role in Iraq? (e) Can NATO's Partnership-for-Peace initiative be developed in North Africa, or in the Near East and South Asia? (f) What is the best way to promote stability in the US and NATO areas of interests? (g) What is the role of the Strategic Commander for Transformation (formerly SACLANT) and how will he interface with SACEUR? What will be the role of EUCOM in Stuttgart and the impact of moving US Forces in Germany to the East?

The concept of global security for the 21st century must be envisaged broadly. While all nations are equally confronted with the potentially devastating threats of terrorism and proliferation of weapons of mass destruction, other kinds of less direct threats can also affect global security with similarly disastrous consequences. These indirect threats are very diverse. Persistent regional territorial conflicts with the potential to develop into major confrontations, economic inequalities leading to an increase in the gap between rich and poor, diminishing natural resources (water, energy sources) as possible causes for wars, health conditions such as AIDS and SARS are examples of these new threats. They must be dealt with if global security is to be preserved.

As Europe looks east to the Caspian Sea and the –Stans, two issues are essential to the Alliance 's future: how to successfully develop an out-of-area rapid response force, and how the newly invited seven nations can prepare themselves to bring real security capability to the organization. Moreover, observations of the most recent conflict and the “Lessons Learned” demonstrate that ubiquitous ISR (Intelligence, surveillance, reconnaissance), seamless command & control, and robust communications are essential elements of a knowledge-enabled force. For the next decade, the European challenge will be to develop policy and doctrine that embraces the knowledge yielded by these “Information Age” dynamics and seeks to utilize them across diplomatic, intelligence, military and economic (DIME) means for the defense and security of the region.

NETWORK-CENTRIC OPERATIONS

The growing emphasis on stabilization operations and the need to link both allies and homeland security first responders into network-centric/data-centric constructs that separate data from applications. Implications for enterprise-wide data tagging and architecture development, as well as the co-evolution of doctrine, organization, training, material, logistics, personnel and facilities. Over the next few years, the Department of Defense will spend $17 billion in these areas, in addition to engaging in an active “horizontal integration” dialogue with the intelligence community, the Department of Homeland Security, and international partners.

Strategic issues of information assurance include law enforcement, critical informaton sharing requirements, secure and dynamic information flow with partners, alert warning and response capabilities, software assurance (open vs proprietary systems as one element), and policy and technology collaboration

Commercial aviation traffic will increase by 5%-6% annually, provided that confidence in air-travel is restored. To do so, a number of technical solutions are proposed include securing the transponder signal, putting video cameras in the cabin, permitting stewards and pilots to communicate, and strengthening cockpit doors. More novel approaches include Geographical Envelope Protection (Remote control of an aircraft is also feasible), proactive missile-warning systems (proposed by Israel ), and defences against surface-to-air missiles. Since financing of such solutions will be an obstacle, R&D must exploit spin-offs of military applications for civilian use and vice versa.
